Once again, Guelph's downtown core was taken over by violent rioters. In the early morning hours of Saturday July 19/03, 500 rioters took to the streets. Groups of over 40 men at a time, fought for more than an hour while the police were once again helpless to stop the chaos. Due to the frequency of these situations, council member Cathy Downer has proposed the installation of cameras for downtown Guelph, to try to curb the ever growing violence. That may be an idea worthy of consideration.
Mayor Karen Farbridge spoke to the Downtown Board of Management and stated "Our downtown has a vibrant, healthy night life"!

In the Guelph Mercury Article " Water restrictions not linked to new development in city " July 15/03 - James Etienne Guelph's director of environmental services, would have the taxpayers believe that Guelph's water woes are NOT related to the massive amount of new housing developments. In defiance of basic common sense, James Etienne indicates that it would be inaccurate to make a connection between the city's water shortage and new housing subdivisions that all demand additional water resources. Guelph has experienced a severe water shortage for its present number of homes over the previous several years and yet Guelph city council continues to approve new subdivisions.
Each time James Etienne opens his mouth, his nose grows longer! You can fool all of the people some of the time and some of the people all of the time. But on the Guelph Water Ban issue you can no longer fool any of the homeowners ANY of the time.

The Canadian Taxpayers Federation has released a report on Municipal Performance Measurements which reveals that the City of Guelph spends much more on administrative costs than many other municipalities.
An annual discloser of public servants who are paid in excess of $100 thousand per year, contains a lot of City of Guelph administrative members.

Jim Muir has filed to win a seat in Ward 5.
Jim Muir came in a close third in the November 2000 Guelph elections and based upon the last three year performances of Cathy Downer and Bill McAdams, it looks like Jim Muir will be Ward 5 voters first choice for a more responsible and accountable city council in the upcoming 2003 election.

Even with a wet spring and normal precipitation this summer, the City of Guelph is facing another water ban. On Sat. July 5/03 Guelph home owners will be under Code Yellow water use restrictions. Violators can be reported to city hall by watchful neighbours via the water ban "snitch line". Violations are punishable by a $130 fine.
Knowing the water shortage for the existing number of homes, Guelph city council continues to approve new housing developments. Outback Development Ltd. Recently received city council approval for an 180 additional homes development in the south end.

After a presentation of the 2004 budget at the city council finance meeting on Wed July 2/03, it is clear that a massive tax increase is needed to do LESS with MORE $$$$. Councillor Rocco Fufaro fears that bus services and library hours will have to be cut back.
The same budget contains a pay raise of 37% for councillors. Councilor Dan Schnurr opposed the pay raise citing it as greed.
